Code of Conduct


W.L. Seaton Secondary School’s Code of Conduct outlines school expectations and acceptable student behaviour as directed by the

School Act 85(2)(c)(i). Student Council, Parent Advisory Committee, as well as teaching and non teaching staff have been included in the development of our code of conduct. Our Code of Conduct is annually reviewed to ensure it reflects Seaton’s community needs and align with the district and provincial school safety initiatives. Our Code of Conduct is communicated to all students, parents, staff, temporary staff, visitors and district staff. Acceptable Conduct Expectations are illustrated in our CHARGE matrix. establish and maintain a safe, caring and orderly environment for a purposeful and positive learning and teaching climate;

• establish and maintain appropriate balances among individual and collective rights, freedoms and responsibilities;

• clarify and publish expectations for student conduct at school, in the community and while acting as school ambassadors.

• promotes the values expressed in the BC Human Rights Code respecting the rights of all individuals in accordance with the law – prohibiting discrimination based on race, colour, ancestry, place of origin, political belief, religion, marital status, family status, age, physical or mental disability, sex, gender identity, gender expression, or sexual orientation, and unrelated criminal or summary convictions.



Acceptable conduct is demonstrated by (see CHARGE matrix for more thorough list):

respecting oneself, others and the school facility;

• abide by the 20/20 rule which states that students are not to leave the classroom for 20 minutes at the beginning or for 20 minutes at the end of class. This rule is in place to reinforce that students come to class on time and prepared to maximize learning time;

• use of acceptable and appropriate language at all times;

• informing an adult of an unsafe individual, behaviour or situation;

• seeking the assistance of an adult when having a conflict with another student that they are unable to resolve peacefully;

• modeling respectful and responsible behaviour at school, in the community and while acting as school ambassadors;

• clean up after oneself and others both inside and outside the school;

• Dressing in accordance with our school being a place of business. Clothing should:

– be clean and neat in appearance

– not display offensive or illegal messages

– cover your body so as not to expose underwear, cleavage, midriff, or buttocks

– wearing coats or hats in class is with teacher permission only

• attend and show respectful audience manners in all school assemblies;

• respond to fire alarms and drills promptly and in accordance to school protocol and teacher instructions;

• turn cell phones off during class time. In extraordinary cases where one day exceptions may be needed to this rule, ask permission from teachers or the administration. While using cell phones in the school building or on school campus apply appropriate manners respecting surrounding people;

• follow safety rules and expectations of bus supervisors and bus drivers while waiting for buses or riding the bus;

• follow proper road safety and use extreme caution around our school community. This includes crossing busy roads only at designated cross walks;

These expectations apply to behaviour at school, during school-organized or sponsored activities, and behaviour beyond these times (including on-line behaviour) that negatively impacts the safe, caring, or orderly environment of the school and/or student learning.

Unacceptable conduct is demonstrated by behaviours that:

interfere with the learning and teaching environment of other school members;

• create an unsafe or dangerous learning environment;

• demonstrate a lack of caring for oneself, others, and the school community; this includes unkind words or hurtful behaviours towards others;

• demonstrate inappropriate use of the internet. School District 22 Policy No. Reg 8.10.0 states;

(SD22Net) access is a privilege not a right, and is made available only so long as the account holder abides by certain rules which are important for the proper use of the SD22Net system. These rules are listed in the…SD22Net

 Acceptable Use Policy. Failure to follow this policy may result in termination of access to SD22Net and possibly other disciplinary consequences for the student;

inappropriate behaviour on any technology based activities occurring inside or outside our school that negatively impacts at school on students and/or staff;


bullying as a systematic abuse of power. Bullying can occur in many contexts in school and the workplace. Bullying can be overt and demonstrated by behaviours such as physical aggression, shoving, poking, taking things, choking, punching, kicking, and beating. Bullying can also be covert and be demonstrated by behaviours such as taunting, gossiping, teasing, exclusion, and silent treatment;

demonstrate actions of violence or intimidation.

• the possession and/or use of weapons on or near school property represents a serious threat to the safety and security of students and staff and are therefore prohibited. A weapon is defined as any instrument designed to inflict injury or to intimidate another person, or any instrument that is used in that manner. Toy or replica weapons are by their very nature intimidating and therefore classified as weapons. Laser pointers are considered unsafe and are therefore also prohibited.

• the use and/or sale of any tobacco and or vape product at anytime including non-school hours is prohibited. This is in line with The Tobacco Sales Amendment Act, 2007 (Banning Tobacco and Smoking in Public Places and Schools). Smoking and Vaping is not permitted on school property or parks adjacent to schools.  Cigarettes and Vapes will be confiscated by the school.  We are working hard to provide a safe and healthy school for all students.

• participate in trafficking, using, or associating with drugs or alcohol. School District 22 Policy No. 9.15.0 states;

the board expects students to be free of alcohol and other illicit drugs while under the jurisdiction of the School District. Every student shall be subject to this policy while on the school premises, going to and returning from school and at all school sponsored games and functions whenever and wherever held. For purposes of this policy, ‘using’ includes being under the influence of alcohol or other illicit drugs at any time when the student is under the jurisdiction of the School District. The Board also expects students not to be in association with individuals using, dealing or supplying these substances;

The district considers the use or sale of drugs or alcohol a significant breach of the District's Code of Conduct.  Students may be suspended and will be referred to the District Drug and Alcohol Counsellor.  Students that are associating with others who are using or selling may also be suspended.

The new federal cannabis legislation regulates consumption and distribution.  Some important points of note:

  1. Cannabis cannot be consumed in or on school property or within a prescribed distance.
  2. Cannabis cannot be smoked or vaped anywhere where tobacco smoking and vaping are prohibited, including a workplace, vehicle, playground or outdoor park, sports field, skate park, or other places where children commonly gather, near entry/exists, or at a bus stop.
  3. Cannabis cannot be sold, supplied, or allowed to be consumed by minors.

theft or vandalism of school or other’s property;

• use of lasers, laser pointers, lighters, open flames;

• skateboarding and use of scooters on school property, including the bus zone. These items are to be kept in lockers during school time;

• throwing snowballs on the school grounds or on the side streets around our building. This includes throwing snowballs at passing cars on the city streets.

• discriminates based on race, colour, ancestry, place of origin, religion, marital status, family status, physical or mental disability, sex or sexual orientation, gender or gender expression.

Behaviours cited above are only some examples and are not an all-inclusive list.

As students progress through grades 8-12, behavioural expectations will rise so that:

student levels of maturity, personal responsibility and self-discipline will improve;

• consequences for unacceptable conduct in senior grades will likely result in more severe consequences.


School District Policy No. 9.14.0 sates;

Administrative Officers…are authorized to suspend students in accordance with this policy and to take other disciplinary action to that of a kind, firm, and judicious parent.

Consequences will be applied to unacceptable student conduct. Consequences will be implemented on a case by case basis, based on the severity and the frequency of the behavior, and taking into account the specific developmental profile of the student. Progressive discipline methods will be implemented to alter the inappropriate and/or unsafe behaviour. Consequences and support will be restorative. Some of these methods include:

• parent/guardian meetings;

• referral to school based team for possible school or community counseling or possible behaviour plans;

• participating in meaningful consequences for the unacceptable behaviour;

• completion of educational discipline package;

• community service;

• conflict resolution strategies;

• small group mediations;

• informal suspension or "timeouts" – at school or home;

• referral to a Community Restorative Justice Program and/or RCMP;

• partial day school programs;

• formal suspension;

• referral to the Office of the Superintendent of Schools for possible placement to another school, district suspension program, or a district alternate program.


Depending on the nature of the unacceptable behaviour the school staff will contact the following people:

• parents or guardians of the student offender(s) will be contacted;

• parents or guardians of the student victim(s) will be contacted;

• a copy of the written notification to parents of any suspension will be forwarded to the Office of the Superintendent of Schools;

• RCMP and other agencies as required by law;

• school staff and school community as deemed appropriate by the school and/or district administration.

To enhance building and public safety the school is continuously monitored by closed circuit TV.


Regular attendance is a major factor in contributing to student success in school. We expect that students enrolled at W.L. Seaton will attend school regularly by reporting on time for all scheduled classes. In the case of an absence, parents are requested to phone the school office or send a note with the student upon return which they must bring to the office

Messages can be left on the school attendance line any time the school is closed. In addition, students should inform teachers of an anticipated absence.

If a student’s absence results in a missed examination/test/quiz/assign-ment, it will be the responsibility of the student to do the following in order to be allowed a chance to "make-up" the missed work:

1. Produce a valid excuse for the absence through a parent note, doctor’s note, or phone call in advance on the morning of the absence.

2. Arrange a time and/or process for "make-up" with the teacher(s).

3. Complete the "make-up" exam or assignment.

Truancy is defined as "absence without valid reason." A student who is found to be truant may be required to make up the time during a noon hour detention. Students who establish a significant pattern of unexcused absences can expect a progression of disciplinary consequences including detention, meetings with parents, in school suspensions, and possible out of school suspensions. Students may be withdrawn from a course if it is found that a significant portion of a course has been missed. Students removed from 2 or more courses may be withdrawn from school and/or referred to an alternate program.


Students are expected to be at school and in class on time. Lateness must be explained by phone or with a written excuse from a parent/guardian on the day of the tardiness. Students who establish a significant pattern of unexcused lates can expect a progression of disciplinary consequences including detention, meeting with parents, and possible suspension.


In some cases it is necessary for students to leave school before the end of the school day. Those wishing to leave school at any time during the day must sign-out at the office. We expect students signing out to provide the office with the parent/guardian’s written permission for early dismissal. In cases where written permission is not provided, the office staff will phone home to obtain verbal permission from the parent/guardian
